Major Residential Development

In November 2023 we achieved outline planning permission for 180 houses, with open space and nitrate mitigation at Harewood Farm, Andover.

The application was approved by Test Valley Borough Council under delegated powers.

Phase 1 contains the access to the site off London Road, along with 60 dwellings, internal roads, noise attenuation features and structural landscaping. Access, Appearance, Layout and Scale have been approved in full for Phase 1, with Landscaping a Reserved Matter. Phase 2 contains the remaining 120 dwellings with all matters reserved. An illustrative masterplan was prepared to show how that part of the site could be laid out.

The site is within the Settlement Policy Boundary for Andover. The site is also located within an area of Hampshire affected by the Natural England guidance regarding nutrient neutrality. This was introduced in June 2019 and resulted in a significant delay in the determination of the application, which at the time was regarded as accepted by Officers in all other respects. A nutrient budget for the development was agreed with Natural England and Test Valley Borough Council, and an 11.2ha Woodland has been secured via the legal agreement to achieve nutrient neutrality.
